U12 Game Playing Rules 

The Ball:
Size 4


Number of Players: 
A. Maximum number of players on the field per team at any one time 
including the goalkeeper is Nine(9). 
B. Minimum number of players on the field per team at any one time is six 
(6). 
C. Teams must play with a minimum of one substitute. If a substitute is 
required, the substitute will be provided by opposing team. Coach is to 
recruit players only from opposing team. Teams may play down to a 
minimum number of six (6) in order to play with one substitute (6 vs. 6). 
FCSA Board recommends that each team play with the same amount of 
substitutions if applicable in order to give the same amount of playing 
time for every player. 
D. Substitutions: 

You may sub on any dead ball. The sub must be standing at the half line before a dead ball situation to get a sub otherwise the game will keeping going. 
E. Playing time: Each player SHALL play a minimum of 50% (one full half) 
of the total playing time. Goalkeepers shall not play more than half the game 
as goalkeeper and a minimum of 25% in the field. 



Player’s Equipment: 

Conform to FIFA with the following exceptions: 

A. Footwear: Tennis shoes or soft-cleated soccer shoes with no toe cleat. 
B. Shinguards: Must be worn under team socks at all times. 
C. No jewelry of any kind. The referees will not slack on this rule. 

Duration of the Game: 


A. The game shall be divided into two (2) equal halves. 

U12: 30 minute halves 

B. There shall be a half-time break of 5 to 10 minutes. 
Extra Rules: 
Throw-Ins: 
Conform to FIFA Rules: They will not get a second chance to throw the ball 
in unless the ball never comes into play. 

Other Game Play Rules

A. Build Out Line
On all Goal kicks and Goalie possession of the ball, the opposing team must retreat back to the mid field line or build out line (if painted) and may not attack until the ball has been placed into play by the team kicking the ball. The build out line if not painted is considered the bottom of the center circle. Players must me continually making an effort to retreat until the ball has been placed into play. The ball is considered to be in- play once it has been kicked from the goal kick spot or the goal keeper releases it from his or her hands.  

The referee will educate the players about the build out line rule. The referee may issue a verbal warning to the player without a stoppage of play. If in the opinion of the referee a
player encroaches over the build-out line, the referee may whistle play to stop and award an Indirect Free Kick (IFK) to the goal keeper at the spot of Inraction.

B. Punting
There shall be no punting of the ball by the goalkeeper. Referee shall issue an Indirect Free Kick outside of the penalty box for violation of this rule. In addition, there shall be no drop kicking of the ball. It shall be considered a drop kick if the ball is bouncing when it is kicked by the Goal keeper. 

No heading of the ball
Consistent with the U.S. Soccer mandates on heading the ball, heading is banned for all division players U-11 (U-12 and below for programs without single age divisions) and below in both practices and games.

Heading for players in U-14 is limited to a maximum of thirty (30) minutes per week with no more than 15-20 headers, per player. There is no restriction on heading in matches.

2. An indirect free kick will be awarded to the opposing team if a player age 10 or younger, deliberately touches the ball with his/her head during a game.

a. The indirect free kick is to be taken from the place where the player touched the ball with his/her head.

b. An indirect free kick awarded to the attacking team inside the opposing team’s goal area, must be taken  on the goal area line parallel to the goal line at the point nearest to where the player touched the ball with  his/her head.

3. Neither cautions nor send offs shall be issued for persistent infringement or denying an obvious goal scoring opportunity related to the heading infraction.



..No one is allowed to stand behind the goal and instruct the keeper. 
..All teams must sit on one side of the field and the parents must sit 
on the opposite side of 
the teams. 
..No Overtimes or Tie Breakers 
We will conform to FIFA rules for any rule that is not on this rules 
sheet.
